553 if I'm correct that's a vacant lot? Either way its the responcability of the owner to control their noise makers! I've seen the dog, I'm not going near that house either!

Call the police dispatch non-emergency number and make a noise complaint (has to be while dogs are actively barking). If there are enough complaints they will issue a citation. If the police suspect the dogs are being mistreated they can also have Animal Control seize them (not necessarily a happy ending for the dogs though).

luckily this issue has been resolved, lets hope it's permanent and not a temp fix. Hopefully they read this and also thier ice buildup issue.
