I have been informed that the address was entered in incorrectly for this complaint. The actual address being complained about is 5158 Ridge Road. I will investigate early next week on the next day that I have scheduled to do code enforcement.
I spoke to the property owner today. He said that he would adjust his light so that it shines downwards.
The City doesn't really have a good way of verifying whether this change was made or not so please let us know whether you're continuing to have problems.
I will follow up with a courtesy letter letting the owner know that they will need to comply with the glare ordinance. Per the ordinance, they are allowed to spill up to .4 footcandles of light across the property line but anything beyond this is considered a nuisance.
If the owner does not voluntarily adjust the light it might be necessary to conduct a field test to determine whether the ordinance is being violated.
