Change the timing of this red light and the one at Elm so that the one at 1st goes red 5 seconds BEFORE the one at Elm. When traffic comes down the hill in the morning on Fayette, the light at Elm goes red first causing traffic to back up and block the box at 1st and Fayette. If the light at 1st went red first, there'd actually be some room for people turning onto Fayette from the side streets.
