Thank you for your request to improve the safety and efficiency of Alameda’s transportation system.

Requests for many transportation issues, including stop signs, curb painting, and traffic calming measures, typically require 8-12 weeks to complete before staff can develop a recommendation. These requests involve review of current plans and policies, compilation of accident and/or other history, coordinating with Alameda Police and other stakeholders, outreach to residents or others who may be affected by the proposed change, on-site data collection and analysis, and sometimes consultation with outside experts.

I will follow up with you about your request when your request is at the top of the queue. Unfortunately, due to limited funding, there is a backlog of these requests and they are being handled in the order of receipt. Due to that backlog, some requests may take six months to a year to complete the analysis and recommendation.

Did you see the video I emailed? An hour later someone ran over the pedestrian sign at this same intersection. I am telling you, someone is going to get killed at this intersection.

A traffic light with a sensor (such as the one a block north at Buena Vista) would be way better than a 4-way stop. I am both a pedestrian and a driver at this intersection. A 4-way stop would be awful, backing up traffic up to Blanding and south to at least Central. Take a look at the 4way stop at Central and Fernside at rush hour - what a mess, and that doesn’t even have lights to the north and south that are already backed up. But yeah, something needs to be done. If not a traffic light with a sensor for cross traffic, then at least a lighted cross walk.

The State of California Department of Transportation requires quantitative and qualitative criteria to be met for various traffic devices to be installed in the roadway. In 2016, City staff reviewed this intersection for all-way stop signs, a traffic signal, and pedestrian improvements. Staff found that the criteria for all-way stop signs and a traffic signal were not met; and the existing pedestrian improvements were appropriate for the usage. We then forwarded the pedestrian crossing concerns to the Alameda Police Department so that they may cite motorists not yielding to pedestrians.

Upon review of the collision, alerted to us by Ms. Pruitt, staff found that the crash can ultimately be attributed to human error. This crash alone does not change staff's 2016 recommendations. Staff also found that there were no reported crashes from January 2016 through September 2017.

We are reassigning this case to the Alameda Police Department so that they may enforce any moving or right-of-way violations at the subject intersection.

City staff kicked off work with Parisi Transportation Consulting on the Lincoln Ave corridor safety project. The project prioritizes improvements for high crash intersections, high injury corridor segments, and school zones. Outreach is expected to occur later in 2021 and early 2022, with 30% design expected to be complete by mid-2022. Improvements will implemented in phases, with construction of the first beginning as early as fall 2022.
The work scope will consider a road diet, going from four to three lanes with a center turn lane and bikeways, which has the potential to reduce collisions up to 47 percent when . Concepts for this approach were developed as part of the Active Transportation Plan draft recommendations (https://www.activealameda.org/Recommendations#section-7).
