"OBSERVATION: 1420877
An investigation was conducted on 10/30/17 by 12:50pm at 900 Crescent Landing Dr. (East/West bound) in reference to Cross Walk marking.
No requestor was found for this EAM, the 311 comments- ?There is no crosswalk for the bridge on Crescent landing Dr. this is dangerous for the people crossing from the green belt. Please paint one for each side.?.
A field survey revealed that Crescent Landing is a concrete paved street with curbs, gutters and sidewalks in a residential area and the Crescent Landing bridge crosses over the drainage ditch with the Bay Knoll Greenbelt Trail viewed on both sides of the drainage ditch. No crossing marking or signage was viewed in the field or found on EAM for this location. During this survey I viewed pedestrians on the walking trail but none were viewed crossing the Crescent Landing bridge during this survey. A search of HPD accidental record found no accident in the last 12 months for this location. Please be advised?Crosswalk Designation? TRF EP 10-10 it is recommended that a minimum of 20 pedestrian crossings per peak hour ( 15 or more elderly, person with disability, and/or children pedestrians) exist at a location before placing a crosswalk marking at an un-signalized intersection. New un-signalized mid-block crosswalk traversing uncontrolled portions of major thoroughfares are strongly discouraged. Uncontrolled marked crosswalk on high volume (>1200 vehicles/day) thoroughfares have been shown to significantly increase pedestrian crash rates over unmarked crossing.
Due to the Crosswalk Policy & finding cross walk marking/signage is not recommended at this time.
RECOMMENDATION: Due to the finding cross walk marking/signage is not recommended at this time."
