On weekday mornings - I make a Left on Bryan traveling South on Culver Dr. The left onto Bryan does not have a lot of traffic, but the Signal is switched On at the same time as the southbound traffic on Culver. At rush hour traffic is backed up beyond Florence, meaning most cars taking Left onto Bryan will have to idle until the next cycle(~2 minutes)
I would suggest either delaying the Left turn so that all cars can pass thro to the left lanes on Culver OR at increase Left turn signal time for at least 10 seconds or so until all traffic backed up to Florence has had a chance to make a Left.
