  The toters at 84 are being stored at the side gate and keeping with the neighborhood norm. The eldery resident at 78 has had her toters moved to the same location as the neighbors.

  Thank you Mathew for looking at this issue. However I did not realize that the neighborhood Norm supersedes city ordinances. In this case requiring refuse containers to be behind a partition or fence. I understand wanting to go with neighborhood norms and make things easy on everyone. In this case the neighborhood Norm out of the roughly 40 houses that are on this circle all but three keep their containers hidden within that ordinance. Would that not seem to be the neighborhood Norm? As well as following city ordinance?
