Attached are copies of the numerous complaints about the drug dealing and “nuisance” behaviors engaged in by your tenants and their associates at your property known as
299 Greenwich Ave., New Haven CT.
With the reception of this letter and the attached complaints YOU NOW ARE FULLY AWARE of the illegal drug activity engaged in, and neighborhood nuisance created by, the tenants and their associates in your aforementioned property, who by their activities interfere in the safety and comfort of neighboring residents.
THEREFORE, be advised and HEREBY WARNED that if you do not IMMEDIATELY initiate an eviction against these tenants, it is the intention of me and my neighbors to carry out a CLASS ACTION LAWSUIT against your so-called “LLC” known as New Rich Development. Because WE ARE FULLY AWARE that this LLC is a mere façade for “agent David L. Richards”, also be advised that YOU PERSONALLY will be named defendant in our lawsuit. Therefore, not only the assets of New Rich Development, but also YOUR PERSONAL ASSETS shall be subject to forfeiture when we seek judgment and damages against you and your so-called “corporation” for KNOWINGLY harboring drug dealers and “nuisance” tenants in your property, AND for the resultant “injury and personal suffering” of affected neighbors.

For a lawsuit to succeed two things are needed:
1.TESTIMONY by those residents affected by these tenants [I already have names of enough neighbors willing to do so, but if you want to help, contact me schaeferchristopher@yahoo.com ]
2.DOCUMENTATION of each violation/offense. So EACH TIME these tenants or their associates violate the law [deal drugs, make noise, create "nuisance", dump trash on sidewalk, etc.] POST IT HERE.
Not only does it strengthen out lawsuit, it's also a great way to vent your anger [without busting their skulls LOL]

Note that the alleged murderer was booked for drug dealing, then released, just 2 days before the shooting. Also note that dealing continues unabated where the victim was found. Also note that the 17-year-old with 2 guns at 299 also was booked then bonded out. But of course, none of this is related.
Every time I call the police non-emergency number, the dispatcher gives me a different number to contact narcotics. So at 9 AM I'll try to call Chief Limon.
On a positive note, today's article mentions that several witnesses came forward to identify the alleged murderer--something that just doesn't happen in most neighborhoods. So with good neighbors like that, this place can only get better!

The officer said that narcotics often will let the dealing escalate so they can "catch bigger fish", but acknowledged that it can be frustrating for neighbors while we wait for them to do so. Let's see what happens...

I complained on the CityofNewHaven.com web 311 page that the police phone numbers on that website are out of date, and no one answers the phone numbers listed. Also the dispatchers at the non-emergency number 946-6316 don't even have current phone numbers, and have to shuffle papers for several minutes to find their out-dated list.
I received an email in response from the Chief Administrator's office to call them, which I did. I told them that it's great that Chief of Police Limon wants to put more emphasis on "Community Policing", but it means nothing if the "Community" can't effectively communicate with the police and provide information. And if residents feel that the police aren't responding to what information the community IS providing, then the community is going to get disgusted and give up.
I was told they are going to look into this ASAP.
I hope it's not just another empty promise.

Greenwich Avenue is famous for drug dealing, and you can bet those kids paid their dues to whatever cop is collecting it. The cops know all about it, but they make so much money it is so much easier to look the other way. The head of narcotics is Lt. Hoffman. Why should he care about drugs anywhere in New Haven, at the end of his shift he gets back in his car and goes back to BRANFORD. If he followed the city charter and had a residence in New Haven, he might be more inclined to do something about the problem. Remember back in the early 90's when Police Officer Joan Goad used to sit in his police cruiser, in uniform, and smoke crack right in front of everyone? This went on for years until he was videotaped doing drugs in a police cruiser and the Feds stepped in. The narcotics unit is fake, look at how corrupt it is. There is just too much money for these cops to make with drugs on the street. The narcotics unit will do a "bust", but if your "dues" are up to date you get a text the night before telling you to "be clean", meaning that if the cops break your door down to make it look like they are doing their job, they can't arrest the drug dealers because they are not holding. This narcotics squad knows all of this, and to the people that complain and suffer, they laugh behind your back, get into their cars and go back to the suburbs. Unfortunately, more and more, their own kids are found right on these very streets.

The cops obviously are not stopping the problem--but revocation of the tenant's Section 8 title will. Dealing drugs or knowingly harboring drug dealers is grounds for immediate revocation of Section 8.

“The situation at 299 [Greenwich Ave.] cannot be ‘expedited’. The city CAN do all it can by following the procedures in place to disqualify Section 8 tenants from the Housing Authority of New Haven (HANH) programs. In this case, the Legal and Section 8 departments of HANH must carefully examine the arrest records for 299 Greenwich Ave that the New Haven Police Department have and then make a justified, legal determination on the merits of the case. If the evidence shows the renters of 299 are breaking the law they will lose their Section 8 voucher and no longer have the rent subsidy to remain in their home.
The legal steps must be followed because the city cannot afford litigation on this or any matter. The investigation to remove the family at the root of the problem at 299 also has to be looked into by the Department of Children and Family Services because there are children in the household. I close by repeating, the situation cannot be expedited. All is being done that can be done [by] LCI, HANH, New Haven Police Department, and good neighbors like you who bring these matters to the attention of the appropriate officials.
