The old fence on the west side of Belcher Road that was blown down by the Hurricane belongs to the Spanish Trails Subdivision. This subdivision annexed into the City of Dunedin many years ago. The Homeowners Association historically does not like to spend money on perimeter fencing as evidenced by the condition of the existing wood fence that is still standing. You might want to touch base with the Association through the City of Dunedin Building Department to determine if there are plans to replace this fence. If so, then a new handrail may not be needed. I do believe that a new guardrail is needed irrespective on the placement of a new handrail. My guess is that the Spanish Trails Subdivision will not want to replace the fence and the standing portions of the fence, immediately next to the creek will need to be removed in addition to the damaged fence as part of the installation of a new handrail. The installation of a new guardrail would be the more immediate need to prevent a car from falling into the creek.

The individual doing the inspection was going to call me after we talked and he had inspected the wrong location relative to my concern. He indicated that he would reinspect and call me back.
