They are doing no harm. No one else is around there. What's the problem?

I live in this neighborhood and have seen these boats over the past years. At times, have seen where they have dumped garbage into the basin water and littered the road that they use the small dingy boats to get to shore with. We have marina's with bathrooms and garbage cans that all other boaters are required to use and there is good reason for this law. Tired of the garbage floating to shore and on the road.
