This issue may fall outside of the city R.O.W., however it poses a danger to the public entering Speeder and Earl's coffee from Pine Street. This unsecured steel plate is not flush with the surrounding pavement, and it shifts several inches down on the corner if someone walks across it. Upon lifting the plate, I discovered that it is covering some kind of abandoned water-filled cistern or utility hole...looks like it may have had a proper manhole covering it at one time. The property owner needs to find a safe, permanent solution before an injury occurs.
