If the tag is current, Code Enforcement can not make the owner start the vehicle to assure that it is operable. I have forwarded your concern to Watershed Management regarding the leaking oil. Please update whether the tag is current or not.
The Environmental Management Division inspected this complaint for leaking petroleum product on 11/20/2017. It was identified that there was no product that had been discharged into ROW and therefore no NPDES violation was present. The inoperable vehicle, if no tag/plate is present, may be a Code violation and therefore has been reassigned to Pinellas County Code Enforcement.
