It's from the homeless camp along the tracks. Parks and rec cleaned most of it last week and were confronted by the homeless guys and had multiple sheriff units out. The sheriffs spoke to them but they along with their personal stuff are still there.

The railroad needs to patrol the tracks more and cite people for trespassing.
