SA few years ago NJ DEP introduced statewide recommendation to municipalities to require placing leaves at curbside within 12 hours of scheduled pickup. I wrote letter to DEP suggesting they could schedule the 4000 NJ DEP employees to pick up the leaves themselves if the 594 municipalities staggered collections. DEP did not respond.
