Crossing Preston Rd at Spring Valley takes approximately 2-1/2 minutes per cycle. When the light for east/west traffic is green, it's only for maybe 15 seconds before turning back to red again. Tgis is resulting in heavy traffic westbound on Spring Valley - it takes some 5 to 8 minutes to get through that intersection. The Preston Road signal should be changed to a duration of at least 60 seconds - and 90 seconds would be better, still.
