Ongoing issue with unregistered vehicle

Still continues....Why cant this be addressed and fixed it is unfair to the residents that follow the laws that do not want the eye sore or the business in a residential area.

After several site visits there are no building signs of a business being operated.

Ok so a tow truck towing cars in and out and storing on property doesn’t consist of running a business on residential properties then what does ?
