I have verified that both of these issues, loud music and voices from a stopped vehicle (which would be classed as a loud party) and illegal parking should be reported to the Toronto Police non-emergency number 416-808-2222.
As this is not the correct place and it will never be seen by any enforcement agency where this issue is posted, I'll close this off (you can reopen if you disagree but I'm pretty sure I'm correct. :^) )
