7+ people camping on sidewalk on 100 block of Valencia, east side of street. One African American male seems quite young-- teens?--and timid. He is on his own, separate from other campers. Has a bicycle, blue sleeping bag, usually wears a large blue parka. Small amount facial hair over upper lip. May be a good candidate for Outreach, before he falls into bad crowd. Sleeps just to the right of the gate to dog park.
