Rule of thumb is that two or more vehicles are left stranded trying to turn left over the course of a period of time, not just once or twice an hour, but consistently during the whole hour. Some counts will have to be made to document when and how often this occurs. If we find cars are stranded over and over consistently, an arrow may be warranted. A preliminary set of times to check would be 7:30-9:00am, and 3:00-6:00pm, sometime during the week. We would like to do each of these twice and make sure this is regular and not an anomaly. If anyone is aware of this happening at other times of day we would appreciate hearing about that too. Best times are "normal" weekdays, with school in session.

Having the Green right arrow without a dedicated right turn lane is one of the causes of this. If people turning right from flynn to pine had the dedicated lane traffic wouldn't back up as much on that side of the flynn

This is an old ticket, in 2019 it is now greatly exacerbated by Northbound lane closure of Pine south of Flynn. Frustrated Oakledge-area residents now diverting through Addition neighborhood streets, especially Ferguson and Richardson.

Past observations have not caught the conditions that warrant a full-time eastbound left turn (EBLT) arrow. See comment above. Have seen it back up one or two cycles and then clear in the afternoon rush hour last year. During this time, Pine Street was backed up too. This does not quite hit the tipping point. Was scouting out the signal wiring recently in response to new interest in this issue, mid-afternoon, and again did not see problems with the EBLT, with Pine Street one-way southbound. If EBLT backs up regularly, not once or twice, but say consistently over an hour or so, we can verify this and make a quick decision. Please let us know some times when this happens. It would take the better part of a day for the technician and myself to make the changes.

As for the original cause of the ticket, CM customers drive extra traffic in the early afternoon weekend days, and for the lunch crowd 12:30-1:30pm weekdays. The extra traffic (maybe driven by graduation activities) has not helped during the last two weekends.

Currently, with 8:08 CES star time, 7:45-8:15 weekdays is probably close to peak, with commuter+school vehicular and crossing-guard assisted ped traffic. For Oakledge-area students/parents, crossing Pine on the South side would cause fewer blockages, but then families need to also cross Flynn on the East side.

Observed yesterday 12:30-2:00 and solved some issues with expanded and adjusted timing. Was looking like this might be a timing only problem. Watched again this morning. Timing alone doesn't solve it. Decision made, working on adding an EBLT arrow.

There is a 4-section head now eastbound with an arrow in the bottom section. More wiring and technicalities to deal with before we can activate this. We are getting there.

Activated the eastbound left turn (EBLT) green arrow this afternoon. The westbound RYY signal eliminates the "yellow trap" that would have been caused by the lagging EBLT. When the EBLT arrow is green, oncoming westbound traffic faces red, NO TURN ON RED, and a flashing yellow left arrow. This will probably need further adjustment as people get used to the new sequence and to better balance the backups. The Department of Public Works has resolved this request.
