Trash that is in the background of the graffiti photos.

The K rail was already beaten up and graffitied when it was first installed by the City. Similarly, most of the vegetation was stripped bare (second picture) during earlier dump clean-up operations. This is a clear illustration of the city's "clean-up" activities turning a once lovely little park into a permanent, but more more easily cleared, invitation to dump site. Perhaps someone at City Hall sees this as cost effective. I seriously doubt that the neighbors (aka taxpayers, aka voters) agree.

Resolved? How? Cleaned it up? Determined who is responsible for upkeep when reported again in the future? Saw the umpteen SCF entries referencing this issue? That two months later it’s closed suddenly?

They did a somewhat better than usual clean-up. Within days, new trash was dumped there. The K-rail is still there, still covered in graffiti, and still making the neighborhood look like an abandoned, rust-belt slum. Doesn't look closed to me, unless in City Hall jargon CLOSED = ABANDONED.

What about that huge pile of rocks now sitting on the site? Replacing the K Rail with a rockery? Not a bad idea.

Complaint on this issue entered in December 2017, thanks for the timely response.

Long before December, 2017, that KRail was delivered with graffiti already on it.

As far back as 2004, Louisiana Street residents and property owners were in discussion with Code Enforcement about dumping at this location.

In 2009, Code Enforcement first promised installation of CCTV in adjacent Packard Alley.

This issue is further away from CLOSED now than it was in December 2017.

The krail is being removed and the boulders will replace it for a more aesthetically pleasing look.

Boulders are treated with a graffiti resistant surface? Are they equipped with hidden cameras to catch the illegal dumping that will happen there anyway regardless of boulders or K rail? At least something is going to be addressed at this spot.

Since the KRail has been in place, dumping has continued unabated. Tire tracks show that dumpers are entering and leaving the location behind the KRail from Alabama Street, from Packard Alley, and even over the sidewalk from Mare Island Way. So you are telling us that you're replacing the ugly KRail, but doing nothing to prevent dumping?

The KRail is still there. The rocks lie where they were dumped, the trash continues to arrive.

Bags of household trash, shopping carts, furniture. It all keeps arriving...

Gaps in the KRail, and broken bollards allow easy entrance to dumpers, including truck tracks over the curb from Mare Island Way.

Such a pretty little riverside park it was, but now...

And the rocks -- they just lay there, where they were dumped, among all the other dumped material. Another sad reminder to residents that Vallejo just doesn't care!
