Notify STARK COUNTY HUMANE SOCIETY, or some other animal welfare organization.

Humane society would be a good start I would think. They do not use this system so you will have to contact them directly. The number is 330453-5529

Why does this city always "pass the baton" ? In the time it took you to type the contact info for Humane Society, the call should of been placed. An excellent example of poor cooperation between city and county agencies.

Most agencies need to ask questions, just like I did in the beginning. We need to hear from the first person account. I’m sorry that you are upset but you are the “first” person. You provided excellent information to determine if this is an issue we can address.
Since we cannot help with an animal welfare check, instead of ignoring the complaint, I ensured that I communicated with you then provided you with the proper information to make your call as easy as possible.

I’m sorry you are upset, that’s never our intention. It is always to assist. The humane society will need to hear directly from you. This is definitely not a good example of why county and city agencies do not communicate. We talk often and it is quite unfair for you to accuse or assume.

The animals mean very much to you; that is wonderful. They do to us as well. But checking on them is no different than me showing up to an armed robbery. Every agency cannot do every agencies duties.

We will be looking at the exterior. Please contact the humane society directly to convey your concerns about the pups.
