I'm not sure if the original poster followed up on this, but this isn't a construction site. Onni are building The Royal at 26 East Royal Ave and using the empty lot next to The Carlyle building for the construction crews to park, throw their garbage and urinate.
A month after the original posting, it's still a complete eyesore.

The alcohol is an especially worrying issue. Either these Onni contractors are drinking before they start on-site work or else they're drinking and then driving home.
Sure, theoretically, the bottles and cans could be from non-Onni workers, but who else is going to choose that fenced parking lot (which is locked outside of working hours anyway) as a location for public-drinking?
