I even sent 311 log and other support documents to Office of Enforcement & Neighborhood Services at 100 Gold Street to Mr. Ferrigno attention last Thursday desperate I went out in the snow storm. Truth the boiler is so miss managed at this time many tenants fear we will soon become a sensational new story for an unsuspecting day due to the boiler despite our outcry and reaching out over the years. I appreciate whoever will listen and get at least this problem resolved ASAP. Since yesterday we're smelling fumes for the boiler, I have a terrible headache and have to leave apartment to get fresh air.

Still no heat or hot water in this building on Feb 15 at 11:51am so frustrated it's ridiculous! We have a court case to attend today about this matter that one tenant filed but a few of the tenants will attend. I hope this brings some resolve since the agencies out there seen to be still doing nothing. I cannot understand how this chronic problem is even possible in America. It's expected to snow Feb 16th and we'll spend the whole weekend yet again without heat or hot water, what a crying shame.

Somehow we have heat today yes but waiting for hot water now. I just call them too to let them know. And don't consider this problem fixed since it is their practice to provide it for a few day if we are lucky and then it's gone longer than we typically have it.

Ok I'm back, I told you our heat and hot water is temporary. No live in super so no one to call except the answering service who usually hangs up on you. Every night about 9/10pm 180 Edgecombe Avenue in Harlem New York has no heat or hot water. It gets turned on during the morning this past week but last time I checked we should have it 24/7 during the winter months, is the problem fixed not really. That was why I didn't want to close the case when you asked. Feb 25th at 12:59am it's 36F in here.

No such luck to wake up to heat and hot water in 180 Edgecombe Ave so kids got ready for school in the cold of the morning. Everyone in the building turns on their portable heaters and the stoves because the truth is portable heaters cannot heat up 33f cold rooms to a comfortable temperature. Look at our electric bills they are the highest on the block, con Edison just loves the fact we use so much electricity to try and stay warm. Did you know most of the tenants have constant colds and asthmatic kids make frequent visits to emergency room. Our elderly are dying off, yes we had one dye last week.

We called Precision Management again this morning and spoke with someone who says that they are working on the problem of lack of heat and hot water. I asked if that meant that your building would have heat tonight, but she was unable to confirm that. We got a call back from Precision Management this afternoon saying that they are working to replace the old boiler. Hopefully they will provide adequate heat at night, as well as during the day, as required.

Yes we just receive a letter written Feb 20th stating we'll get a gas boiler to replace our existing 20+ year old one. I'd be excited but I know this means days without hot water and depending on when they do it heat. I'm not sure this will solve our problem since there are many boiler in NYC past 20 years and they function well because they have been maintained by someone certified to do so. Precise Management does not hire people who know how to do repairs and miss management of the boiler and our apartments are the proof of that these issue altogether. I also want you to know this is one of the few letters tenants have received concerning this chronic matter that has gone on for over 5 years or more. HPD is in the building so much maybe their fining them now, I don't know what prompted Precise to inform us as tenant much less issue the first apology ever. I have more issue to address with them beyond no heat and hot water as do other tenants but first things first which is the topic of this complaint. I can only hope the changeover won't cause us as much discomfort as the current reasons they say we are without this basic amenities or heat and hot water living in America. Mark my words that if Precise stay in control of this building, the new boiler will quickly fall into ill-repair and I don't say this to be mean it's just a real fact based on current staff they have to manage their properties.

Okay so 180 tenants meet failure for getting into ARTICLE 7A program since management for the first time in history of this chronic no heat no hot water posted a letter that DHCR representative saw (view 2/25/13 post). On top of us having heat/hot water when they came by 1pm during the day! I can show many weeks we when without service and no one from any agency show up but give us a little glimpse of what we should have 24/7 365 days a year all these public agencies have the nerve to say that management is doing their jobs LOL!!! Management has tortured tenants in this building so long that I would say they have come to know the patterns of the agencies and provide limited service just for that moment. Every night this week we had no service but no one seems to take that into consideration, they just see management "doing their jobs" are you kidding me, we are suppose to have heat/hot water 24/7 365 days not 8/10 hours per day!

Anyhow, I asked DHCR ARTICLE 7A representative "how long" do we have to continue without 24/7 service before they think our building qualifies for another management company to step in. They will get back to me with an answer. They didn't even go into many of the units to see the the numerous repairs needed. This is more than frustrating to think we find a solution or help just to find we still stand alone. Its the Friday, let's see if we make it with our standard level of service which is heat/ hot water for 8/10 per day. It seems like these agencies are telling us to be happy about our result that has now taken place for one whole week WOW! A week of 8/10 hours of service, honestly as a tenant it's still an unacceptable level of service. And the last things I'd like to say is these agencies need to come in the night when it's cold and inconvenient to them as it is to us!

March 3rd no heat no hot water today but its the weekend and we typically do without this service but yet DHCR still thinks its okay to keep the building in the hands of Precise Management. Temp in apartment 39F, no one to come flip the switch on the boiler.

Ok thanks as you can see we are reaching out to DHCR who rejected us from a program that could have solve our continued problem but they somehow feel since Precise Management got this grant they are the best one to executed installing and getting the new boiler. But the tenants feel that they are the worst candidates to take on this task base on their current and past performance of maintaining this building. I believe it unfortunate HPD and DHCR representative only work 9-5 weekday jobs that don't allow them to see how cold it can get in this building. They seem to always arrive when the heat gets turned on. I guarantee you no one will be here tomorrow morning while we are boiling water to send our kids off to school much less go to work. We have pictures of the conditions of apartments and I will post the on this site for you and interested agencies to view condition that are not recent but on going for years!! None of these programs these agencies have in place have assisted the tenants of 180 to date, I can say this because for the past 5 yrs this problem has prevailed. We wanted the do take charge, cut the red tape and give us heat and hot water. Winter is almost done and we are no closer to having issue solved in this building. It's march 4th, I don't go sleep with oven on, I think that's to dangerous, so it's 29F in my apartment as i wake up. I have no choice but to turn it on to get the place warm now that I'm up with my 5th cold for this season.

NYC Public Advocate Bill de Blasio's staff recommends that you call 311 and specify that you need an HPD inspector to come at night or on the weekend when you have no heat. Please also continue to file official heat complaints. You may also take Precise Management to housing court. The Public Advocate will add your landlord to their slumlord watch list later this week.

All the tenants of 180 would rather have DHCR and HPD or what ever agency out there needed do there jobs to correct these horrible problem than simply being placed on all these list. The lists don't seem to be causing any correction at this time and that is truly what is needed. We will activate Bill de Blasio staff recommendation and see what happens. Thank you.

When you call 311 to complain (the last report from your building of no heat on the HPD site is March 4) please give them the hours that you need an inspector. I am sincerely sorry that I have not been able to find you an immediate solution. I'll keep trying.

Interesting the last no heat no hot water complaint is March 4th. Ok Saturday woke-up to 30F apartment this Sunday morning at 7am it was 29F in my unit. God they get us every weekend with this no heat no hot water! Time for the stove to go on to warm up my place, I have no other choice. Space heater have my con ed bill going crazy.

This is day four of no heat no hot water but does HPD stop by in 4 days no but they'll come when it gets turned on. God help us please cause mankind isn't.

We have had heat the last 2days now but it will cut off as usual. I walked by the boiler the other night and the boiler room is full of smoke (you can see inside the boiler room from outside). The boiler is old and the oil they are using must be #6 which is high in toxins and for smoke to be escaping before it gets to the chimney means the tenants are inhaling small or large amounts of toxins. I am going to try and video tape it tonight while the boiler is running, there is no way the boiler can pass a test by an inspector. I enjoy heat and hot water but not at the expense of my health.

45f in my unit I knew we'd go this holiday weekend without no heat or no hot water, it awful really you can't do anything. I'll use the oven to warm up the apartment but the water is taxing to warm up enough sufficiently to talk a good bath. You really don't realize what a luxury hot water is until you don't have any. While 180 tenants would have wanted it done quick (this winter) that did not happen, so since we simply want it done right after waiting so so long (5 yrs) and we're not sure that will happen with the tall tales that were told to get to today which I'm boasting about without knowing whether they will succeed in connecting it today or not. But since they are the very reason for the 20 + year boiler running successfully as of the very tuesday they said the temporary boiler was truly connected and it wasn't, I have hope they'll succeed at covering their lies today. We can only hope, cross your fingers we at 180 are.

Back to the same old same old, no heat or hot water again. The hot water came on yesterday temporarily and it was barely warm. It's spring so were coming to that point where heat will not be required by law but both yesterday and today we are within our rights to have it by law and we clearly do not. Heating requirements are:
Between October 1 and May 31, you can make a complaint about a residential building that does not have enough heat. 6am to 10pm if outside temperature is below 55 degrees unit must be at least 68 degrees and from 10pm to 6am if the outside temperature is below 40 degrees unit must be heated to 55 degrees.

We have no hot water since they fixed the no heat problem yesterday. I did not check the hot water when the heat came on yesterday because I was to excited to get the heat. Before going to bed I went to do dishes and no hot water I even responded to the automated system we had heat. It's summer but we still have for final remedy to this horrible problem. Our permanent boiler has not been installed yet and they still will not respond to WHEN that will happen. I can tell you one thing, winter isn't going to be any better with that truck giving us heat because it was not successful at the end of the winter months. Someone do 180 Edgecombe tenants a favor and get our permanent boiler put in by qualified certified technicians as soon as possible PLEASE!

So it's Labor Day weekend and as of yesterday Saturday August 31 we had no hot water to do anything and its the same today. Typical of Precise Management to leave us without required service for a long holiday weekend. And while we've complained about not having an onsite super that has not changed either; this whole dynamic is so sad and tiresome it's disgusting! Our only true reliable connect is 311 and lets face it they cannot do anything for us to get an immediate action why, they are just messengers and have to wait to HPD to come into the office to receive the messages of no hot water. By the time they show up it will be remedied but it doesn't redemy the FACT we'll spend 3/4 days without hot water. A whole lot of fighting and we are no closer to getting a permanent boiler because to many officials THINK the temporary boiler is providing adequate services, well guess what IT'S NOT!

Someone, anyone, PLEASE get us new management, new boiler, live-in super I could go on, the list is long but these 3 are top priority.

211 days and we are still no closer to getting our new boiler installed and management won't answer any questions to when we are getting it. I think all officials involved forgot the boiler outside is temporary not permanent.

Did you know not HPD waits 72 hours before they come to see if your 311 complaint is true or false. So every week guess what 180 Edgecombe waits 3 days to get services restored. It's never a one day, a half a day it's always 3 days never fail at times if they cannot fix it we go a whole week with no services. October 1 is Tuesday and mother nature in on course for what she has to do and tenants of 180 are still left to without hot water and soon to be heat next week. How is this possible, that HPD, DHCR, NYC court system, political officials etc and the management company it's can allow this level of treatment?

Everyone who read this every time a post is placed, no matter who you are, try doing a full day much less 3 days without hot water. If you have control of your heat try not using it for one day much less a whole week. Simply do that and see how miserable your week is. See how difficult it is to live without these two services or simply one. Try boiling your water every time you need hot water, try staying warm warm with electric heaters and your oven and see what it's like. THEN and only THEN will you understand how awful it is to live this way. Simply try it.

We called City Council member Robert Jackson's office this morning. They said you contacted them this morning as well. They have sent HPD out to do an inspection.

We explained that you have been without heat or hot water for at least two years (according to HPD records) and that we have been trying to help you get heat and hot water since last year, contacting every city official, City Council, Public Advocate, Manhattan Borough President, etc, and calling and emailing Precise Management directly. This was the sad story precise management gave for the boiler they damaged that was running in the building for over 20 yrs. This management company is toxic! I can't believe they have a license to practice in NYC. HPD has not showed there face in this building all last week despite all my filing 311 complaints daily, this is beyond tragic and criminal!!! What the @!#! people what the @!#!!

Did you know despite our continued complaints we don't have a live in super in 180 Edgecombe, so no one knows the hell we truly endure in this building. Tho if I were a super understand such conditions I'd quit. We still have services, I think is the longest stretch of time we've had no services.

its freezing, I have not water but no heat. talk to others in the building where it's the same. another cold weekend. right now it's 44 degrees time to turn the oven on. god help us with this awful issue.

okay on top of not having heat, we now have no running water. yep you read correctly no running water. Vets Day and no heat, no running water. What is going on?

It's cold. It was cold yesterday too, this is unthinkable. They are putting in a new boiler but last night was freezing even with 5 blankets on the bed no sounds of heat, pipes were cold. Precise Management won't say a word as to what is taking place muchness post a general notice so we know what to expect and or when this will end. We're in the dark and the cold.

No hot water or heat. 36 degrees in unit time for the oven. Can't get anyone at Precuse Management to respond to anything, email, phone, or letter. We still have no super and intercom system is broken to the building. We're so neglected its sad. Who can we tell. All our efforts seem fruitless.

No hot water and the temporary boiler is disconnect because rumor is a new boiler is installed. We have no heat either but temperature outside might be the reason for that. But there is no reason for no hot water. This saga continues why, we have no super for this building and no management company really since Precise Management does not communicate with the tenant is any manner whatsoever. Yes it's the weekend and you have to admit this treatment has to be on purpose because to many weekends come and go with this taking place and not even HPD to see we have no services.

So it was a warm day but no excuse for us not having hot water. But as usual no one to tell except 311 I'm exhausted by this sporadic service and just becuase we have a new boiler all the officials think we're okay. So far from the truth 😪😢😪😢

I just want to comment we have our new boiler since Nov 2013 but here's the thing. Whoever installed it did not flush the system nor did they bother to bleed any of the radiator in the apartments. What this did is cause many radiators to not function and many pole not to get to hot in numerous units. Precise Management has been made aware of this issue but no response to fix radiators that don't work or much less the poles.

I share this because we have heat but we don't have heat. I just paid someone to bleed my radiator. I was desperate to feel the heat I hear running thru the pipes. I thought it would fix my radiator but apparently I need a new valve for the floor section and I should not have to pay to get that done. We when 5 years without heat in the building. Now we have it but we don't have it. I'm so tired of calling 311 and getting HPD over here. I have to bring them to court for this to and it will be Spring by the time I get this address.

Damn so heat or hot water. Need to go out and the water is cold as ICE! I thought it was cold but I'm certain all systems are off. Frustrating. No living super to tell. Let a message on the voicemail of Precise Manage despite it being their last day.

New management company is moving slow on repairs. Lots of suits are walking thru the building but not sure what that means for us since maintenance issue persist.

This thread was about no heat and no hot water and they are fast to turn it back on if it does shut off (and it does shut off) so I'm going to close this thread. One can hope that things will be better but only time will truly tell.
