Somebody comes through the Church at Market St. area in the middle of the night and collects the bottles from the restaurants and apartments there. Homeless guys go through the bins on the street and noisily collect bottles and cans. Some nights they dump the full shopping carts into the back of a blue "recycling" truck, who pays them. The police have been called by residents repeatedly, yet the practice continues. These thieves aren't too concerned about being busted, and the police don't show much concern for the tax-paying residents of this area who have to get up for work in the morning. The noise goes on intermittenly throughout the night, making it nearly impossible to get a decent nights sleep.

My neighbor is running his own show from our downstairs garage...directly below my apartment. Not pleasant! Can this be reported so some local agency?
