I can't say that I agree with the wording used here, but I do agree that this is a serious safety issue while driving.

In order to make our striping reflective we use round glass beads embedded in paint and other binders as shown below. The light is reflected back to the driver's eyes.

The visibility of the reflectivity is reduced in the winter by the accumulation of salt and dirt on the road. We rely on the spring rains to wash off the salt and dirt. It is also reduced, of course, by rain and snow.
The durability of our striping is impacted by plowing and traffic. In the past few years we have started recessing more of our striping below the road surface to help it last longer.
Striping is weather dependent. It can only be applied when the temperature is 50 deg. F minimum and when the road surface is dry. In the urban areas, it is also traffic dependent. It is done during off-peak hours, usually at night, when traffic volumes are at a minimum.
Utah is divided into 6 striping districts. Each district has a full-time crew that stripes continuously during the warm months. Each district's goal is to paint every road every year. They also have the ability to hire a contractor to help out with their work when they can't get to all roads because of weather or equipment malfunctions.
Striping is also installed by contractors on our road reconstruction projects.
We are working on a better solution to improving the visibility of our lines in wet weather. We have tried several approaches. One test that we're still evaluating is by mixing special wet reflective beads that shine under water with our regular beads, as shown below, and recessing them below the road surface.

Another test we’re working on is the recessed plowable marker that Arizona uses in Flagstaff and other plowed locations, as shown in the picture below.
These have proven to be successful in improving wet night visibility for Arizona DOT. We have put these down as a field test in 3 locations to evaluate them. Initial results are promising. We still have some pavement durability questions to answer but we are working on it. We will implement them statewide if they are successful.
We are also actively looking at installing other recessed marker designs that have been working in other states.

215 still has not been re-striped and we still cannot see the lane markers in even a light rain.

It is important to us to make sure that what has worked elsewhere will also work in our particular state with the conditions we see. For example, not every state utilizes the same ice and snow fighting measures that we do. It is also very important to us to make sure what we decide to use makes sense financially as well. In this particular instance I received an update. The recessed reflective markers are still be evaluated for durability and retroreflectivity. They have been installed in 3 locations: U.S. 50 west of Salina, U.S. 89 south of S.R. 14 and northbound I-15 about 25 miles south of Cedar City. The wet reflective beads were installed last fall on westbound I-215 between 6200 S. and I-15 and will be evaluated over the next 3 to 5 years. We will continue to monitor these locations and implement the solutions that work well for our state once the research and testing has been completed.

It still makes no sense that it takes this long for the state to do something about this issue. This is NOT a new issue and has been going on since I have been driving in this state (over 24 years). One of the problems with our roads and the striping is that we put so much paint on the roads that cover other prior striping that when the paint starts to fade or wear off you see many lines. This state and UDOT waste too much of our money and still don't take care of the issues. Striping on 215S from 4700 south and redwood rd is not an option and if needed should be a first issue every year. This is NOT caused by snow it happens even in the rain at night. Another issue is the POOR lighting on that road. To save money UDOT and the state do not require any real lighting on the roads. This would help see any striping

Maybe the glass beads would work better if the road had any lighting.

Testing testing testing, you've been testing for 40 years. Now lets fix the issue. Maybe some lights would help. Oh that's right, lights cost too much unless you live on the North, East or South end of the valley.

This issue has still not been fixed after how many years? How ever is doing the "testing" should be fired before they milk this long enough to retire

Lane markers are getting so bad you can barely see them in the daytime when it rains. Why has this been open as long as it has?

This issue has been open for too long. When are you going to do something about this? Do the citizens need to fill a lawsuit?

22 months later we are still waiting to hear when this will be corrected? The lanes have not been repainted in over 3 years. This is a safety issue on this road and UDOT is not taking this for the issue it is. We are going to the news channels soon, channel 2 already has set a time to talk to us next week

24 months and still crickets

This issue has started to get the attention of the local media. We have started a petition. Next we will push for people to start losing jobs over our safety. Too many people sitting on their butts and nothing is getting done.

Almost 8 months into 2020 and no striping has been done to this area. I don't remember any being done last year either.

So you said you were testing out ways to make the stripes more visible and that the test would take 3 to 4 years. Well this issue has been opened that long. So what are the results of your testing? Why can every other State have road stripes that can be seen and Utah can't? Why are we so different from all the other states?
