it appears that the discharge pipe is within close proximity of a storm sewer inlet. the extreme cold over the past 2 weeks will cause this type of discharge to freeze instantly, however, before it can get to the inlet. with warmer temperatures expected today and tomorrow, the ice should dissipate. if the problem grows and persists throughout the winter we can take steps to have the homeowner there make a direct connection to the inlet.
