The noise that you have heard results from the commissioning efforts of the plant's contractor, Iberdrola. The noise is temporary and will not be heard during normal operations. Notification about the commissioning work was mailed out to the neighborhood prior to the start of the process.
The noise results from steam moving from the plant's permanent piping system to a temporary piping system used only during this commissioning process. Iberdrola shut down the process at 6 pm Friday, January 12th, and resumed the morning of January 15th. In the meantime, they have taken measures to mitigate the noise at night and are running the unit at the lowest level possible at night to keep it warm so that they can continue their efforts during the day, rather than needing to wait all day while the unit warms up.
Iberdrola believes that they need a couple of more days to complete their testing in this configuration. Once they do, the unit will be shut down and this temporary piping will be removed.
Again, because this noise is a result of steam going through those temporary pipes, you will not hear this noise during normal operations.
