Code Enforcement. Project Open Hand has a dumpster storage area on their private property behind their office at 1921 San Pablo Ave. However, they store their dumpster marked "1921" on the sidewalk at 630 19th Street. It's often left haphazardly blocking the sidewalk forcing people and wheelchair users to use the busy street to get past.
