I am sure your representative noticed while investigating that much of the roads that were resurfaced are cracking extensively already and believe you will have many areas that will require potholes to be repaired. It seems less than a year and is that suppose to not last that long with all that work your department planned & implemented. I am sure they do testing to make sure enough binder is utilized and applied at proper temperatures with so much expense to resurface. If the city wishes to close the matter without doing anything it is up to you. It is believed significant resources were expended by the city in resurfacing the roads in the subdivision in question less than 2 years ago and most of the roads resurfaced already require major repairs with extensive potholes and cracks. It is hoped that city does receive some type of warranty from the contractor that they hire and can come to an agreement to redo the work by resurfacing much of the streets in the subdivision in the proper temperature and with sufficient binder to ensure that it lasts as long as the city expects it to, which it is hoped is longer than a year for the substantial work that is done.

Utilites department has investigated the complaint. There are no City utilites on that corner of the intersection. Forwarding to the Street Dept for review. Gas is the only utility near the area identified with the white arrow.

That is unfortunate that the work done less than 2 years ago is no longer under warranty.
I believe the subdivision is approximately 25 years old (not sure and am sure you have better records) and the major resurfacing untaken (November december 2016) and completed by your department was first major repairs to extend the life of the roads. The unfortunate part is that the older road that existed in many parts were in better condition than the new surface that is less than 2 years old. The new surface is already falling apart and it will not last certainly nothing compared to what was in the original road. It is strange that a new surface should fall apart so quickly as this should not happen to asphalt for years under oxidation (the older road are an example of this) but do not know why the new surface is falling apart and definitely will require your attention to make proper repairs again to most of the subdivision.

Well, it is important that your department has independently verified that the extensive work done in 2016, did not meet the project objectives to extend the life of the pavement but overall majority of the repaving will need to be redone as it is in as bad shape or worse than prior to performing that work. It is up to your department how you wish to remedy the situation as it is not just one individual who appreciated the work taken on by your department to extend the life of roads that are more than 25 years old and still need that work to be done correctly.
