Last winter, a car hit the barrier that divides the Rt 1 ramp off I 95 into the NB and SB route 1 ramps. There have been traffic barrels there for some time, but if someone else hits that same place, there's really no protection.

See Click Fix has a clumsy interface, but I think you can do it this way.
Towards the top of the web page there is a blue banner with a line of grey boxes, saying "who's watching", "activity map", "find and issue", and "My Profile". Click on "My Profile".
You will then see a page that has on the left hand side some links beginning with the title "My Issues". Click on "Reported".
You should then end up on a page of all the issues you've created. Within each issue, there are some action links.
Click on "Edit Issue". That will take you to a page where you can update the issue. You might even be able to click on the map and move the icon down to the correct location. However, I've tried it and sometimes it works and sometimes the icon disappears like a soap bubble. Then you just have to reload the page to start again. Not great coding.

The barrier is not fixed. It's a VDOT issue.
