in the am (at least) northbound traffic getting on to 17 should NOT be able to RIGHT ON RED. Traffic coming from leland/navassa is backed up for 3 to 4 lights in the morning. When the other side rights on red it does not allow traffic trying to merge to clear and make room for the next group making the left. this is the least expensive solution. there could be a better way to have the merge work - but i would guess that would cost some money.
