A friend posted on another site and was told they could tow but will not because it is to a homeless Handicap person ! I think it still needs to be moved Maybe to a private land or to the missions parking lot! It a Hang out and trash, is collection . Just move it off the street ,

I don't know the details of this situation, but there must be a better solution than living in a van full of stuff. i know she would miss her friends, but maybe some of them can go with her. Where are those Church People who come to Moore Square on the weekends? They may have some ideas. Seriously, I would support my tax dollars going for a safe place for people who are living in their cars. It would have bathroom and shower facilities.

Homeless or handicapped, the person still has to abide by the same parking rules that we do and that are posted.

Maybe the city will actually do something when we have 6 or 7 of these "homeless vehicles" parked around Moore Square. Certainly sounds like the city won't do anything with only the one being there.

This woman feeds the meter just as she's supposed to. You might not like the fact that she's parked there - or that her van stays there all the time (which it doesn't) - but she's abiding by the law and she's paying the same price to park there as anyone else would. To imply that she is selling drugs out of it is completely false. She has water bottles/sodas/snacks - that's the extent of it. Trust me when I say Moore Square has MUCH bigger issues/fish to fry concerning clean-up than this poor woman.

So what, now it is legal to live in your car in metered parking spaces? Are the spaces zoned residential housing?? That's a stupid suggestion that she be allow to LIVE in a parking space. We do have zoning laws.

Gavin - This is a 2 hour meter block and the law states that you may park for 2 hours (if you pay) but you can't re-feed the meter to gain another 2 hours. The idea is to have parking spaces turn-over for others. I don't believe anyone implied that she is selling drugs. If she is actually selling bottles\sodas\snacks from the van then she technically needs a business license. Yes I agree that Moore Square has many issues but this van that parks there 24/7 is one of those issues. The van is always there and it is becoming a major eye sore. It needs to be removed regardless of the situation and it is obvious to me that the city has chosen to look the other way as that is the politically correct thing to do.

Hi, I been watching this note, I walk pass this area /van 2 X a day 4 if I go out to lunch I park 4 block away and walk. I been doing this for over 9 month now and this van has never been moved ,It is a eye sore, .I do not think the owner spends $8.00 a day to park if so that wrong $ 8.00x 5 day would be 40.00 a week !!! I pay 100.00 a month to park. Even if it was moved down near the old YWMC maybe it would be cheaper (If any one really pays for this ) It is sad yes ,But some one need to give this person a place to park. Maybe some of you that do not think it is wrong can have it towed to your street?? Moors Square has been cleaned up but more needs to be done, Our police that walk the area does go with all the turn over from the bus station and down to the shelter. I have been watching this string as well, and while I see both sides, I do find it hard to believe that someone is spending $160 a month to maintain that space. Is there hard evidence to support that it is being paid for?

Issue was opened over 3 weeks ago and still nothing has been done. Van was in the same exact spot this morning that it has been in for over 6 months.

I brought up this issue on Clickfix last year! I think that it is a sad state of affairs Raleigh has such a hard time making good changes. The economy will not heal until we stop being so lazy about taking care of issues. Poverty and crime can be addressed in a positive way, this community needs to work together not blow off the problems! Give the city the same attention we give sports! Since moving downtown, I've seen at least 10 different cars with people living in the car. Homeless people have used my neighbors outside spigots to shower; plus they use various shrubs and building spaces for bathroom facilities. I would support providing a safe place to park for people who live in their vehicles. And a place for the homeless to shower and use the bathroom facilities. This would be more sanitary than what is going on now. I also want the Church People to be responsible for cleaning up all that Styrofoam they bring into Moore Square. My nephew, who has a Purple Heart from Iraq, and has drug/alcohol problems, has lived in his car at various times in a different city. Thanks.

Our RPD officers have been working with this person for some time now. They are balancing her safety and the need to conform to all laws. She is legally parked as long as she feeds the meter properly, as she has a valid NC handicap placard, which allows parking without restriction but does not exempt the vehicle owner from paying the normal parking rates. Our concern is parking overnight and we are working with her to move her vehicle to a proper parking place on private property at night. There are a number of complicated issues here and the officers are doing their best to balance the many concerns here with the need also not to be vindictive or unfair. We will continue to work on this and on the larger issues in this part of downtown. It is not an easy or quick resolution, I'm afraid.

I am sorry I do not belive she is feeding the meter!! And the safey of the area this this should be towed today but I know it will not This week I have watched trash laid beside the van, Bag of trash, People stop and hand things in to her etc, Parking people and the city has just let this happen and will not do any thing about it, One day she will be hurt and then who will people blame? Wow City of Raleigh .. multiple taxpaying citizens have requested something be done and now we have citizens indicating they will not even come to the park because of this specific issue and the best response is "it is not an easy or quick resolution". What a bureaucratic response that does absolutely nothing to fix the issue or imply that anything is really being done to fix the issue.

Glad to see this conversation has become counterproductive. Can we just stick to the facts? If she's paying the meter, then fine. If she's not, then the vehicle should be moved. End of story. Otherwise, stop issuing tickets to the rest of the vehicles and remove the meters all together.

Sorry even if she is paying. She has not moved in over 6 months so that is call overnight parking! Not allow in this area, It has become a public hang out, as any one can see if you are in the area during the day.. Well it worked!! the Van has been moved !! Now she will save money, she not have to feed the meter LOL Have money for other needs (YOU THINK!) But is off the street she is now setting in the parking lot of the misson ' she can sit in the van and watch the car go by and watch over the square> which is good . The guys were all standing around talking with her this afternoon, This has been going on a coworker told me over a year or more, Now if we could get the square cleaned up as I walked to lunch one side to the other I was asked 4 time for a hand out, Warm weather bring all here . For those that have not been around Moore Square recently, the van has been moved to the Moe's parking lot where it seems to be staying for some time. I think this is a good example of how this platform helps identify issues and work with the city to best resolve the problem. I would hope, however, that we would use it as a constructive way to communicate the issues instead of out of context commentary.

This really shows that people are frustrated by trying to have a better city while the government drags their heels selectively. Other folks protest or defend but really do nothing. Is this an excercise in futility while the tax dollars are flowing into a salary river never to be seen again? or is it possible to use the forum to collect votes / data and actually get things DONE notjust looked at. The wheels here are grinding pretty slowly, seems like people have to die on the tracks a bunch of times before anything gets greased or re routed. Anyone who has eyes can see how unhealthy it is to have a city with no control over vagrency. It is a mess to have news that raleigh is the safest best place in the US to be, that must be a double edged sword, bringing folks who want to enjoy and folks who destroy what is being worked for. Unclean is unclean, it's not safe. Begging is stressful, to both siides , the parks and business districts all need to be drama free zones with NO SOLICITATION. Moore Square is in need of a perimeter plan that adresses parking, no food distribution and no prostelytizing, that means NO BUYING & SELLING or "GIVING"... Events that are permitted will have exclusive rights that allow this. Let Raleigh be the positive experience, not the dangerous loss.

I was praying that this van was going away during the family friendly artsplosure festival and would magically stay gone but that was a dream!! No one wants to park near that mess and the city is losing mo money...ha. more visitors for other places.

I have spoke with the police Sgt over this area No NOTHING will be done on this issue. The Homeless, It dose nothing for all by well meaning groups,(sad to say I am every part of one or two of the that has feed the POOR HOMELESS!!) Now it is middle June now, and we just heard there is a hold on many city projects, the federal government is giving money to other places. Raleigh and NC were growing and making progress, now there will be many more people but not good public transportation or access to affordable groceries. If there are laws for one person they must apply for all. Many persons have disabilities and are not given a permanent parking and rent free vending space for their home whether it is mobile/van or not. Health codes apply to all living spaces in the city. Stores, sellers and food carts etc.must comply with cleanliness assessment and rules. This costs money and the public is served. Taxes are what resellers must pay as well as licenses, that is how the game is played. When will Raleigh get it right? Some of us pay our fair share. Today the city of Boston auctioned 2 downtown parking spots for just over half a million dollars. There's gotta be happier solution, doing nothing is not the answer, this is bringing Raleigh down.

Yes she could find a place with others to live If she is paying over 120.00 a month for parking? Share a room etc!! She should be getting SS/SSI Food stamps/SANP/ medcaide living weel of all thee social service program and yet we who are working for less than mid wage like food server, are to feel sorry for people who drink /smoke/drugs/make the choice to live this way. Thank you. You said what I and many feel.Maybe it is time for an area to be established where homeless can park and live. Except it is not in the center of the city. The park should be a clean, smoke free area for activities and relaxation, not church services or food and clothing delivery. It needs to be a solicitation -free zone:no asking ,begging or preaching, no selling ANYTHING,not lighters drugs or bodies. Stores exist to purchase everything needed within a block of this area and it is not the purpose of a park to be concerned with access to supplies. The only important access is for all types of ability, safety and enjoyment of the natural area are the true ruling factors. Moore Square is a visible centerpiece that identifies our city, our goal should be beauty with class and respect for the past and the future. Right now it is hard to call this a family or generationally friendly park. This is a problem and there are solutions that are humane. Raleigh is not the only city in the world with park full of people that are aren't "recreating"...

it is time for installation of video cameras in Moore Square Park by COR with video monitored by RPD to use as evidence as needed to punish lawbreakers (and to serve as a deterrent against crime in the first place)

What gets me is that CITY OF RALEIGH comments over & over BACK IN MARCH that RPD is "working to get her to move at nights" .... yet here it is, end of August, and not a damn thing has changed!

I work about 150 yards from this van, see it nearly every day, and its not moved yet. They sell concessions out of it, without a vendors license. It never moves, people sleep in it, and the City of Raleigh is just too frightened to actually do anything about it for fear they will get some tarnish on their wonderful public relations record.

Why exactly does it bother you folks that this lady lives in a van? If you really want to see that van gone then how about offering her a place to live?

It's bothersome because the law is not being applied to her. You're not supposed to live in a car "rent free" in a metered parking space. She doesn't pay. The rest of us in the city would also like to go downtown and ignore the meters and not get fined for it either. Maybe we should all start driving though the gates of the parking decks on the way out and not pay either.

No individuals or group shall serve or distribute meals or food of any kind in or on any City park or greenway unless such distribution is pursuant to a permit issued by the Parks, Recreation and Greenway Director.

So...let's see...the law states that as long as you put in fifty cents every two hours you can stay in that spot for as long as you have the money to do so? And the problem we have with The Lady Who Live in the Van is what? She's within the law!

This is inaccurate information. The City is not contemplating any changes to the use of SeeClickFix. We encourage all citizens to use this tool. I have some problems that would prevent me from living with somebody else and I do not want to live with somebody else anyway I do not pay $300 a month to park here I paid what is required by power link law paid $9 per day learn how to do math... when I went to school comes up to 180 a month and then some days are free because it is holiday you don't help me you don't pay my bills I don't cost you anything what are you worried about you don't like looking at me or my van turn your head go around the outside the block....... If you think that living in your van in the center of town where there is free wifi is a great set up, by all means, go ahead and buy a van and join her. Shoot -- buy ten vans and see if you can rent them out! See how many people line up to get in on that sweet deal. Until that time -- mind your own business or offer her a place to live that is furnished, on the first floor, and only costs $180/month including rent and utilities.

Betty - I think you're incredibly brave to confront the people who view your van as an "eyesore" and therefore want you to move. I trust that you pay the meter like clockwork because, if you didn't, that would give the police reason enough to have you move your van and I know you don't want to give them any excuses. I'm sorry that some citizens in Raleigh have taken it upon themselves to find problems that they think can be easily fixed by just telling people to go away (like the persistent presence of homeless people in Moore Square or your van).

I would love to hear suggestions from Betty and others on this thread about what you think we as a community can do to stem the problem of homelessness in our city. How can we help those who are struggling? How can we end the problem of *people having nowhere to live* -- not the problem of "I don't want to see certain things or people when I walk around downtown" because you don't have a *right* to have people disappear just because you don't want to see them. If you don't want to see homeless people downtown, or a van parked in the same place everyday, then work to lift those people out of the not-great situation that they're in.

Again, I ask the question, can you provide proof of a business license? This is kind of the revolving theme around this, and less about lack of sympathy towards the homeless. At least for me it is. I know plenty of people that are opening businesses in the downtown area, and are working hard to secure licenses and go through the proper channels, and one stipulation is a permanent address. Is there some sort of loop hole that does not require this on your end? If you don't have a license, then you it is a clear zoning issue.
