This light causes so much congestion for a non major intersection. Why is this crosswalk not a blinking red light like all the other crosswalks. Euclid is a major road during rush hour and this crosswalk is overkill for what it should be. Not that many people cross here at a time.

The pedestrian treatment at Euclid/5th Street is a TOUCAN (Two Can Cross, i.e., pedestrians and cyclists). It uses the red-yellow-green standard signal head instead of the HAWK beacon and HAWK phasing. TOUCANs are desirable where bicycle volumes are high. The concern is that bicycles may enter the intersection when the countdown indicates their is sufficient time for the cyclist to make it across. However, during this clearance period, motorists see the flashing red and are required to stop and proceed when safe. Cyclists who are approaching at speed may not realize that a stopped motorist will proceed after having stopped. Because some cyclists have difficulty negotiating the modern streetcar tracks, the 5th Street is proposed as a desirable alternative for cyclists going to and leaving the UA campus. The crossing treatment accommodates cyclists.
