Unacceptable

DCHA needs to address this problem, this is trash from their residents.

The trash was not properly bagged and that's why sanitation did not take it.

Agreed, this is a DCHA issue, but also we need to better educate residents on how to properly bag and put out trash!

Yes that should be part of the solution - and it is up to DCHA to do the educating on how to tie a bag of trash closed. If you or I attempted this educational campaign, we would unfortunately be perceived as racist.
