liquid - probably groundwater being pumped out of a pipe to the driveway to the sidewalk to the roadway - this occurs every few minutes 24 hours a day. This is not rainwater from the roof. Sidewalk, driveway and roadway are constantly wet. The source of the pipe is somewhere in the house. The house is not occupied. In the picture, the roadway is not frozen today but you can get an idea of volume.
