Description

My neighbors have been putting tons of trash that doesn't fit into the trash can all over their grass by the curb. The waste pick-up people haven't been picking it up (I'm assuming they aren't calling for bulk pick up) and the pile is getting bigger. Broken pieces are falling into the street now.
