the issue is not just how many trash cans are on corners but its respect. and being held accountable for litering. yes Litering is a crime. if more citations were handed out in the area's where the trash is at its worst. add a few more cans but inforce the use of them. I have literallly witnessed on several occasions. people walk by a trash can only to throw the wrapper or bottle /bag down on the sidewalk or out in the street.
