Typically, they paint the light half black because they have received a complaint about the light shining in a homeowner's window. This is especially true for second floor bedrooms.
Yes, thank you. I understand about the homeowner wanting the street light not to shine in the window of their home; however,the street is still a little dark but 1/2 a light is better than no light at all. Rather unsafe when walking my dog in the dark but we will live with it and pray for our safety on upper Portico Place. Thanks again!

Thanks for replacing the entire light that I reported in need of repair. This particular light now shines fantastically... with out 1/2 the light fixture covered in black. Much brighter and safer in the dark. Now, the street light that is adjacent to it, at the corner of Portico Place and Freeman Forest in the Eastlake section of SummerGrove has the same issue.... decreased light because of a darkened globe covering. I don't know the address or street light number but I will try to obtain this info and share when I can.. Again, many thanks for your help!
