Let me guess they did not stick around to wait several hours for OPD to show up.

It was a semi with a shipping container. He was making a u-turn where he shouldn't have even tried. One of the vehicles waiting for him to clear, in full view, was an OPW truck with picked up mattresses. I know they saw it, too.
