You have neighbors who are "garbage challenged " . The sanatation department is very good about special pick ups and removing dumped trash, but not so good at identifying and talking to "challenged neighbors ".
A few things may help.
Don't leave your recycling bins in the alley.
Clean up alley by cutting back trees and landscaping.
Most important start conversation with your neighbors including the offenders.
The alley just to the east of yours looks terrible and this just invites dumping and crime

I believe this is where there were 6 bins? And the trash hardly ever makes it into the dumpster, just beside it. Food and garbage all over the alley. Poor lady is always picking up after the pigs. Now there is a box spring there.

Garbage challenged. Lol. Laura omg no thank goodness!! That's even worse than ours!! Well maybe there's a mattress. Haven't been back there is not my immediate neighbors with the issues. Idk what is happening but it's crazy and I just want my damn recycling bin back!!
