Neighbors are hesitant to take their dogs and kids out in their neighborhood because of the lose pit bulls in the back yard and often on the sidewalk and other parts of the neighborhood. Don't they need to put up a fence to keep their dogs contained? Especially if it is threatening other people's safety and sense of security?
