They will send an officer out to inspect the noise. It's important you call and have the police officer come when you definitely expect the noise. It's also helpful to know the address of the house the noise is coming from. Waiting till 10p-11p when noise ordinances are in effect helps too. If the cop hears the noise, he/she will start the long process of warnings and fines. You have to call back every time you hear the noise and be consistent. It takes some effort, but eventually your neighbor will get the message and handle their situation when they realize $$ is on the line.

You can request to remain anonymous. I've checked the calls for service for the area YTD re noise or animal complaints and I didn't locate any calls specific to barking dogs.
