This is a build up of sediment, most likely sand, concrete aggregate, ect.

There are also 2 potholes in the exact same spot.

The potholes has been reported and a service request has been created.

There is still a lot of sediment on this section of the road nearly completely blocking the lane. Don’t think it’s been cleaned up since first reported a year ago
