CVS car entrance always flooded, Winter or Summer, Spring or Fall, not a difference. Only half sidewalk available for pedestrians. Perfect house for mosquitoes and diseases. Elementary school across the street.
You should report this to the Water Department, the Streets Department and your Council person. It could indicate groundwater flooding or a water/sewer leak. With a CVS, the landlord is making great rent, and the building and premises should be kept up to be safe, clean and accessible. Also, you might want to complain to the CVS store manager, and keep doing so until someone does something. If this starts to affect their business, you can be sure they will lean on the landlord to do something about it.
