We had similar illegal dumping issues with the city trash can that was located at the intersection of the West Street Path and Virginia Street. People were using the can to dump their domestic trash (got that on film once!) as well as a place to dump unwanted stuff.
We reported the illegal dumping regularly via the 311 webpage, and eventually through direct discussion with Public Works and Linda Maio, noting that the can was a source of blight and an “attractive nuisance” and explicitly asking the city to have it removed.
If there were identifiable pieces of mail or other items with names and addresses on them, we were sure to include pictures of those in the reports as part of documenting the nuisance aspect of the can.
Eventually Public Works came and removed the trash can and most of the illegal dumping activities stopped, although it was like whomever was dumping their personal trash there was just in the habit and continued to dump for a couple of weeks after.
Now several months in, there’s almost never an issue at the former location of the trash can, and so I can strongly suggest this course of action as a productive way to address what’s going on at this location.
