I spoke to the contractor on 3/12/18 regarding this matter. The condensor on the trailer is temporary while repairs are made to the HVAC system. Cooling is required to keep the communication equipment operating. They are planning to put sound baffels to eliminate some of the noise. I will follow up with the contactor today.

Any idea when the sound baffles will be put in place? The people I spoke to yesterday said this project is going to take months.

Pleasd send someone asap to insist on the baffles! The noise and buzzing is consistent. It is maddening! How the company would not have the forsight to install protection or think about the people in the condos, homes, and apartments that flank their business is incomprehensible. Had meeting on site this morning with Verizon, Contractor and Building Commissioner. Sound baffle installation will start Wednesday.

Hi All,
Got the following email from the Verizon person in charge of this project. Just want to keep everyone on here informed.

First, I want to start by apologizing for the noise this unit is currently producing in the Verizon parking lot. We had no idea this was going to be the case.
We have met with the Malden Inspectional services and are currently working on a plan to minimize the level of noise.
Just to give you an understanding of what this work is all about and how this came to fruition.
The existing building houses hundreds of telephone (wireless, landline and internet) transport equipment bays amongst other equipment that serves the City of Malden.
Most of this equipment generates a great deal of heat. It is required to cool this equipment to prevent overheating and possible failure. With that being said, the existing Chiller plant
That serves the main cooling system for the building. This feeds all of the individual HVAC units situated in the building that are cooling the said equipment.
This Chiller plant was failing over the past several months and Verizon had to work quickly to replace the system with a new plant. The unit that is on the trailer in the parking lot is a “Temporary” Chiller plant that allows us to take down the old plant and maintain the cooling in the building. The Caveat to this is that we are required to maintain the phone and internet systems since all E911, Police, hospitals and Fire Dept. are on this equipment. If this equipment fails, there is no emergency system anymore as well as internet, landline and wireless phone service to the City and the residents.

Now, back to the noise issue. We are trying to work directly with the manufacturer of this unit to see what can be done to reduce the sound levels. One of things we are going to do regardless of what we find out is to build a 16ft high chainlink fence around this unit and install exterior fabric based sound panels around the entire fence. Then we are installing more sound panels on the actual unit and also individually wrapping the compressors and pumps to bring this noise level down to a manageable level. This work is going to start tomorrow and will continue as soon as the materials show up to the site this week. I am looking at all available options on this with the possibility of replacing the unit with something that may have less noise associated with it.

The sound levels will get reduced but, we will need to keep this in place until the new Chiller units arrive and can be installed. That will hopefully be sometime in July. I am also working on trying to get this unit expedited in production quicker than was originally determined.
One thing to note. This unit is running the loudest it will run now due to the fact that it has a very minimal load on it due to the cold weather. It must run full tilt to eliminate freezing of the liquid being pumped in and out of the unit. Once the warm weather hits, the unit will cycle on and off at a lower level than what you are hearing now which is a real good thing. Lets hope Mother Nature works with us on that level.
Again, my sincerest apologies to you and the rest of your neighbors regarding this and we will be working hard to get this resolved for you all ASAP. Please pass this along to any of your neighbors who also have the same concerns about this as you do.

JULY!!! A new chiller takes 6-8 weeks, that brings you out to 5/9, but they are telling us July? Things happen but there was obviously a lack of maintenance upkeep to have such a catastrophic failure. They had no idea it was failing? We shouldn't have to suffer becasue of it, they tried to save an extra buck, at the neighborhood expense now, they can use a portion of that money to not cause a nuisance.

IF they don't need the cooling and run the chiller to keep the refrigerant from freezing, then the unit is over sized. Down size it considerably until the warm weather comes and they can change it out for a larger unit.

They are installing this in the middle of Residence A neighborhood, and they didn't think of acoustic measures? Compressor blankets and acoustic panels should have been standard with the unit. A new chainlink fence with additional blankets may help. The distance of the new fence from the chiller should be as close as allowed (<12 feet), and as high as the chiller, covered in blankets.

Its freezing temperatures outdoors. Why are the compressors running? They should have rented a unit with 'free cooling', its cold enough for mother natures to do what they are wasting the energy and making the noise with the compressors to do.

I understand the bad luck they are going through, but their lack of thought, has caused a lot of restless nights for their neighbors, is making it difficult to show empathy.

I would like to thank the City for pushing this along. They just put up the last acoustic blanket around the new fence they built and it makes a big difference. Thank you to New England Telephone for all the extra steps they made to make this manageable, especially at night.

The only thing left to work on is the final date of July.

This is manageable with winter temps and closed windows, but not sure how it will be once we are outside enjoying our yards and leaving the windows open at night.

But for the time being a BIG thank you to everyone who made this happen.

Sound has been reduced dramatically with blankets up. Hopefully it will drop even more with warmer days coming as mentioned above.
