My back yard neighbor elevated the grade of his yard 3 feet and backfilled against my fence. My fence has become a retaining wall (see attached picture "Grade"). On top of the elevated grade he built an above ground pool with an elevated deck. Now people standing on his deck tower above my 8' fence (children are waist level at top of my fence and only 2' away from lot line). I have complained to the neighbor and asked that he build his own retaining wall and fence. I did not give my permission to use my fence as a retaining wall and I believe he exceeded his grading/building permits. I would like someone to view this problem from my side of the fence.
