Description
The people who moved into 1626 Chapel this month are noisy just about every night. There's usually 5 to 10 loud people on the porch, a car in the driveway with music blasting, and small children running around screaming. I got out of bed last night at 10:30 and walked over to ask them to be quieter. Before I could say a single word, one of them became obnoxious and belligerent.

sounds like they need to hear some Hank Williams III full blast at 8am. that or some Mozart, maybe even some Kenny G.
This has worked in the past for me, for some reason obnoxious people understand obnoxious behavior more than politeness.

@Jon I assume you're joking, because more loud music would only make things worse for everybody.
Things were quiet for four days and then picked up again last night, although it wasn't as loud and it didn't last as long as last week.
We had this type of problem on the block last year, and we successfully addressed it by contacting the landlord, with help from the manager of our police district.

btw - good luck with the "nice" approach. Could be that the landlord is trying to do a little block busting, the tenants might be Section 8, in which case the landlord is getting top dollar and the tenants don't care. In my experience, in New Haven, usually people who behave like this are aggressively in your face and they don't respond at all to their anti-social behavior being called out for what it is. You're probably going to have to make it more uncomfortable for them, than they are making it for you; otherwise kiss your neighborhood goodbye. Cue the French bagpipes, call the landlord (repeatedly) and the police.

Block busting? Well, no. That's something that may have happened decades ago, but our block is mostly absentee landlords already. Almost all of them are local; the house in question is the only one owned by someone as far away as Brooklyn. I know almost all the owners on the block, and they support our efforts to improve the neighborhood (block watch, cleanups, tree planting), and some of them participate.
It's through relationships among the owners, residents, and city officials that we'll address this problem. This isn't being "nice;" it's being civilized. We've worked effectively with NHPD and LCI to solve other problems, and we'll solve this one in the same way. I'm confident there'll be no need to resort to vigilante medieval French bagpipes in the early morning.

Call NHPD. Look out for when they come and see if your neighbors turn down the music as the police are stopping and getting out of their car (a common occurance - especially if they are sitting on their porch).
Next time you call, tell the police dispacher (politely) that they turn down the music whenever they see the police car... and suggest that the police officers don't drive up directly to the house, but rather to walk up for half a block so that they can hear the music/see the activities at their common levels.
This has worked for me (though, not in New Haven). The police gave my neighbors a citation for breaking noise ordinance levels.
After that, I hardly ever hear them now!

The people who live in 1626 Chapel Street have stopped being noisy. I've only heard noise from over there once in the past couple of weeks, and even then it wasn't too loud and didn't last too long.
I think the turning point occurred when I met somebody who lives in the house next door. She and I got off the bus together, and she asked me why I had called the police on her. I asked her who she was, and when she told me which house she lived in, I assured her that I had called the police on the people next door and not on her. She told me that she was really bothered by the noise they were making, too. She also mentioned that she knew the person (or one of the people) who had moved in. By coincidence our neighborhood meeting was taking place that night, so I told her about it, and she and her mother walked over with me a little later.
I saw her again last week, this time as we were waiting to catch the bus downtown by the green after work. She had spoken with the person next door to her and learned that the problem was mostly caused by people coming to visit. She told her that her friends' behavior was reflecting badly on her and if she wasn't careful she might get evicted. I guess that did the trick, because the block is quiet again.

If you're on Stanley, as your login indicates, I'm closer to this house than you are, and I didn't hear a thing. It was quiet until at least 11:30 p.m. Could you please describe what happened last night that led you to reopen this issue? Thanks.
