Hello all: It is inaccurate to say that CASS employees are illegally dumping. They pay their employees to help keep the blocks surrounding the facility to clean and then bundle the garbage to be picked up by City of Oakland. This helps avoid the prolonged exposure to debris and garbage that happens as neighbors wait on the city’s response. We appreciate CASS for their on-going commitment to being good neighbors and I can attest that they run one of the cleanest operations in the salvage industry.
We are working with City staff to get the word out quickly so that the neighbors can work with and support these efforts to keep this community clean and more safe.

First of all, I’d like to thank our neighbors at OCHO and our Councilmember Lynette for vouching for CASS’s housekeeping efforts around our community.
For many years, CASS has been working in conjunction with the City of Oakland and our neighboring businesses to perform extensive housekeeping for our community and our home by consolidating illegally dumped trash at 26th & Peralta Street. Our goal is to immediately pick up any illegal dumping to avoid attracting more and to facilitate one pick up location versus numerous locations across multiple blocks, to streamline the City’s effort in picking up the illegal dumping.
CASS will continue to have our staff perform housekeeping as we have historically done because it is the right thing to do.

My name is Maria Siegel and I am the Human Resources manager at CASS.
I interviewed the employee who appeared on the website & his direct supervisor. The employee was instructed by his Supervisor to collect trash from outside CASS and consolidate it at the collection point so the City of Oakland has one location to pick up from. Yes, PA saw him placing the illegally dumped trash @ 26th & Peralta, because that’s what CASS has been doing to help keep the streets around our facility clean & clear of illegally dumped material for years. All of the trash consolidated at the collection site comes from outside our facility as we dispose of our facility’s trash via a third party hauler. Perhaps the City could provide a sign to place at the collection site so that people are informed of what is taking place, and so that when they see one of our employee placing trash at this site they know we are part of the solution and not the problem.

Thanks, Maria. That corner is an exchange point for folks dumping and harvesting junk, and the fact that CASS isn't capable of ordering a dumpster is shocking and concerning. What do your shareholders think of this basic operational failure? Every day I walk past this lot that pumps 6 foot high piles of trash like a heart pumps blood.
That poor man doesn't need to be picking up trash only to dump it out again, and signs are similarly futile. The city needs to monitor these sites and enforce the law. It's not that hard; I see OPD having leisurely breakfasts across the street while swaggering around with their beer guts and firearms - why can't they put on some coveralls and monitor known dumping sites to stop the problem at its root? Sure, CASS pumps cash into the local community and its career politicians, though why does this excuse a half-hearted and tone deaf response when the problem persists?
The emperor has no clothes. Pull your heads out of the sand and solve this problem. If you aren't inclined, let me know, and I'll do it for you. CASS really should stop blasting heavy metals into our neighborhood and move across the tracks into a more hospitable location.

As I've observed, your trash collection efforts comprise this one employee, part time, only within immediate proximity of your facilities. Who is this third party hauler, and why don't they use dumpsters or other standard receptacles like normal people with common sense about civic sanitation?

If you are truly interested in "solving this problem", let’s step away from our devices and plan a time to meet in person at CASS. We’d love to educate you on our process and discuss YOUR ideas for real change as we fully support efforts to address Illegal Dumping.

I don't believe closed door 1:1 meetings will get us any closer to a solution, and written documentation is the best way to ensure transparent public accountability.
If you are serious about contributing time and resources to eliminate illegal dumping in CASS' surrounding neighborhood, then please prepare a written report detailing these efforts over the past five years, including what you've spent, what headcount and budget have been and are currently allocated and whom your third-party vendors are.
Once this report is ready, the most appropriate way forward would be for CASS to publish it for the public and civic leaders and then host an open townhall for comment. After this open forum, you should be prepared to write and publish a 3-5 year strategic plan that details your future commitments as well as the collaborations you will pursue with local government agencies and any relevant civil society organizations.

In the meantime, let me educate you on how to get a dumpster: https://www.wm.com/store/dumpster-rental/small-business-landing.jsp. It is illegal, disrespectful and unsanitary to store refuse on the ground, and this only encourages others to treat this area as a dumpsite. Since you have admitted to dumping on the bare ground, this is clearly a fineable offense. If you'd rather not make a charitable donation, then I will pursue the matter with the City Attorney and Alameda County District Attorney.

Some dumpsters would be cool, maybe a security camera on the billboard too... As it is, it seems to serve as an illegal dumping transfer station. I know CASS is just cleaning up other’s mess, but the trash pile is gross and creates a larger sense of blight.
