Someone, I don't know whether it was the City or a private contractor, did work at the above address. As part of the work a 8-ft wide section of hedge was removed from the 4th St. garden. In addition, whoever did the work threw excess construction debris and bags of the hedge behind the existing hedge instead of properly disposing of it. I have cleaned up the garbage, but whoever cut down the hedge needs to be held accountable for replacing it.
